my bro has a tattoo that he wants removed. whats the best way to get it done??? and by best i mean, which way will remove it the best so theres little to no trace that he had a tattoo before (and possibly little to no trace of a scar from the removal)???

I recently read that if you tattoo(not inject) saline solution into an exsisting tattoo that it will lighten it, is it true? The article said it works best with older tattoos and is way cheaper than laser tattoo removal processes (to lighten up tattoos for cover ups) Just curious if anyone has heard of it before or had it done…Thanks
